Terminal phase-out management plan

The project Terminal Phase-Out Management Plan is one step ahead; however the final one, which is related to the renowned chlorofluorocarbons or CFCs, is being adopted by the Republic of Macedonia in the frame of a long-term action on elimination of the substances with the highest ODP value.

The main project objective is to maintain a prompt, sustainable and accelerated action for CFC elimination through existing legislation improvement, training and active participation of the involved stakeholders, application of the available stocks and support of the governing bodies involved in the decision making process.

The project will be implemented through the following phases:

  • Review of the existing and preparation of a new legislation (according to the EU-Directives in this field) connected with the ODS import, export and consumption;
  • Providing additional equipment for refrigerant recovery;
  • Introduction of the sustainable educative system on environmentally sound management of CFC refrigerants across the vocational schools and incorporation of CFC R&R system within their teaching plans;
  • Up-dating of the existing system for permanent monitoring of the R&R CFC refrigerants;
  • Organization of the assertive campaign for raising public awareness through involvement of the media and NGOs among other stakeholders.

The project is actually an advanced phase of the former RMP. The new activity foresees in providing a sophisticated scheme for recovery, reclamation and reuse of CFCs in the refrigeration:

  • inventory of the service technicians who should be provided with CFC R&R equipment;
  • training on procedure for recovery, recycling (reclamation), refilling of the refrigeration (public announcement) - Training manual for service technicians;
  • distribution of the equipment;
  • equipment application;
  • submssion of the reports regarding the recovered/recycled CFC quantities to the National Ozone Unit.

Additionaly, the project plans training of the customs officers on CFCs identification and control on the border check-points and providing equipment for CFC detection.

The new approach enables on-site implementation of the overall process cycle (recovery-recycling-refilling), which in fact avoids the possibility for refilling of the system with the partially cleaned refrigerants.

The activities on application of the new methods for CFC recovery and recycling give potential for severe ODS import/export restrictions according to the following agenda:

  • 35.000 kg. from 1 January 2004 to 31 December 2004;
  • 25.000 kg. from 1 January 2005 to 31 December 2005
  • 15.000 kg. from 1 January 2006 to 31 December 2006;
  • 10.000 kg. from 1 January 2007 to 31 December 2007;
  • 5.000 kg. from 1 January 2008 to 31 December 2008;
  • Zero kg from 1 January 2009;
  • Ban on import of ozone depleting substances listed in Group I of Annex A of the Montreal Protocol as of 1 January 2009.

It can be concluded that the project "Terminal Phase-Out Management Plan" will enable finalization of the activities for complete CFC elimination in the Republic of Macedonia, and will lead to the fulfillment of the obligation to the Montreal Protocol: 100% reduction till 1st January 2010.
